The alcohol policy, county by county.
The direct answer: we do not sell alcohol. You supply it — we send a shopping list matched to menu and headcount — or we refer a licensed caterer where the county requires one. The bar cart and bartender are packaged separately at published rates.
Why counties differ
Hawaiʻi has no single state liquor license for catering: four county commissions (Honolulu, Maui, Kauaʻi, Hawaiʻi) each read the rules differently. Your written quote states what applies at your venue rather than waving at “state law.”
The packaged bar cart
Cart, tools, ice, mixers, garnish, and a working bartender: from $650/4hr + $45 a guest on Oʻahu to $850/4hr + $60 a guest on Kauaʻi. The alcohol itself stays yours — which also means no markup on the bottle.
